1. BACKGROUND
The Environmental Assessment Practitioners Association of South Africa (EAPASA) was
formally established to address the need for quality assurance in professional practice
in environmental assessment in South Africa. On 8 February 2018, the Minister of
Environmental Affairs promulgated the appointment of EAPASA as the single
Registration Authority for Environmental Assessment Practitioners (EAPs) in South
Africa. This appointment was made indefinitely in terms of the National Environmental
Management Act (NEMA), Act No. 107 of 1998 as amended.

2. PURPOSE/OBJECTIVE
The objective of this Request for Quotation (RFQ) is to appoint a suitably qualified and
competent service provider with a proven track record and experience to provide
Financial Management services to EAPASA for a 24-month period.

3. SCOPE OF WORK

To provide assistance to sustain the operations of the EAPASA Board and its
Committees through the following services:-

  • Develop and maintain existing HR Policies, Procedures and Forms
  • Develop, maintain and implement disciplinary Policies, Procedures and Forms
  • Develop and manage performance management tools and assessments
  • Other critical and core functions include but not limited to: HR governance, HR compliance, Workforce planning, Performance management and Labour relations management
  • Drafting of Employment Contracts for employees
  • Providing Employee Information Handbook
  • Filing of all Job Profiles
  • Group Employee Induction and Employee Induction packs to be issued to employees
  • Conduct Regular Individual Employee meetings on their Roles and Responsibilities
  • Maintain all Employee Contracts up to date and signed
  • Develop Job Profiles
  • Code of Ethics for employee is on record
  • Employee Information Handbook for employee is on record
  • Disciplinary Code for employee is on record
  • Provide support to management on employee relations including disciplinary management, dispute resolution and labour mediation
  • Dealing with Employee and Employer Grievances through advising management on disciplinary actions, performance issues, restructuring decisions and labour disputes
  • Ensuring continuity when contract lapses through the provision of Handover Reports and relevant documents
  • Ensure all the Legal Compliance Charts are displayed at the EAPASA Offices
  • Employment Equity Act chart to be displayed
  • Skills Development Act to be displayed
  • Basic Conditions of Employment Act chart to be displayed
  • Labour Relations Act chart to be displayed
  • Occupational Health & Safety Act including the Regulations
  • The service provider must establish and/or maintain the existing core HR governance framework for EAPASA. For example, they should develop the HR Strategy, HR Policy Framework, the Organisational structure design, Training policy and framework and be involved in workforce planning
  • The service provider should manage disputes on behalf of EAPASA as it relates to unfair dismissal disputes, disciplinary disputes and CCMA cases
  • The service provider should provide labour law advisory support, labour law compliance monitoring, HR compliance reporting and employment equity compliance (if applicable)
